Cartoon like character animation - walking and talking

We have decided to split up project into multiple phases. We are collecting bids for 1st phase only which is for character drawing. Pricing will only reflect Phase 1 at the moment. ------ We are looking to add animation to a website. We need someone to take the attached PDF and create this into a colored character that will perform basic animations like walking, waving, and jumping. This character will also be talking based on a WAV/MP3 file that we provide. We will need to have the characters mouth move so it matches the audio file (not exactly, but it needs to be close). We will need anywhere from 1-5 versions made.
