Create a dotnet consumable lib for CGI type interaction

I need a lib I can use in a vb.net project to implement CGI capabilities. Essentially I want a user to be able to send an http query like: "http://[myserver]/[myapi]?query=urllist" My vb.net software would receive this command and return some text through the lib to the requester as an HTTP response. I also want them to be able to send me a command like: "http://[myserver]/[myapi]/assignurl=[sometext]&channel=[a number]" which would be received by my vb.net software that would process the command and return an HTTP response through the lib as an "ok" or "error" (error with perhaps a meaningful response).
