Mobile Application Intro/explainer Video Creation

I am looking for someone who could create a professional Mobile Application explainer video which would be shown to our users as a part of the onboarding process.
The video's purpose specifically would be to introduce the important features in our application using an audio clip that we already have prepared.
The audio clip is in Hindi and the application revolves around India and Indian politics, which is why we are specifically looking for someone who understands this type of audience. Preferred person for the task would be the one who has done something similar before.
The video is supposed to be only 30-40 seconds long.
We have almost all of the raw files be it video, audio, images etc. ready. We also have a sample video prepared with these which needs more finishing.
