Produce 360 rowing video

We are a startup which just launched the app Treadmill TV. For Android we offer VR capabilities, and would like to expand with VR rowing. We will therefore need videos produced with a 360 VR camera placed on a racing shell /kajak /rowboat or etc. The videos will have to be created with perect weather, high and continuous pace, at a nice location and with perfectly stable shot. We recommend the use of gimbal, 30minutes and SW stabilizer. Minimum 4K video sent to us. Please remember to that the key to success is details. Please make sure you either avoid showing the actual rower or at least use someone to row which inspires the VR rower. Please provide the needed budget and a description of how to solve the challenge.
