Create a Jira plugin to show total sum of estimates in a given filter

I'm seeking a developer familiar with the Atlassian toolset to create a plugin for Jira that can sum up the estimates of any given filter. This sum would then be shown somewhere on the filter page, see attached.
As a deliverable I expect a package fully ready to be presented to the Atlassian marketplace for both Cloud and Local instances.
