Programmer - automatically plot points on floorplan according to rules

I would like a web-based program that would allow someone to: 1. upload a floor plan in PDF. 2. With the floor plan visible, the user, when prompted, should be able to enter the scale (e.g. 0.18 inches equals 1.1219 meters) 3. The user should be prompted to enter ceiling height (in meters) 4. The user should be prompted to trace or mark the perimeter of the floor plan. They can do this by marking points on the map so that a line is drawn between each point that the person marks. When the user clicks “OK”, the program should draw the resulting perimeter for the person to accept that the perimeter is indeed correct, if not, the user should be prompted to try again. 5. The user should be prompted to mark or trace on plan any areas where shelves are higher than 3 meters. If none exist, skip step. 6. Given all of the above, the program should be able to plot a series of round red dots which should be about 1/4 of a meter in diameter according to scale. The dots should be plotted as follows: - Anchor dots should be placed no less than 3 meters and no more than 6 meters diagonally from the corners. Then, the program should optimally place equally spaced dots on the horizontal and the vertical between the corner dots that are: a. no less than 10 meters and no more than 12 meters apart (if ceiling height is more than 3 meters) b. no less than 8 meters to no more than 10 meters apart (if ceiling height is 3 meters or less) c. for any area traced that marked high shelving, dots need to be placed above the shelving or in the aisle. Very specific instructions can be provided that provide rules and examples. I can also provide samples of previously done floor plans. The above rules are just some key examples, but others will apply. When the dots are plotted, the should be numbered as A01, A02, A03, etc. until A32 at which point any additional dots are numbered B01, B02, until B32 and then C01, etc. I would like to have this work completed in 3 weeks or less. I would also like this web program to have a per user fee so that anyone who wants to use it will have to a price per plan that is uploaded and generated. It should be able to work on regular web or mobile web.
