Are you sure it's a problem on your server and not your Internet access provider blocking port 25 or similar? This is the most common problem I see. Please check and let me know what port are you using from SMTP (outing E-mail server). Do you have SMTP authentification enabled? Also do you use TLS or SSL? If you provide your E-mail server address I can check on what ports you can send SMTP traffic with proper authentification. Also what E-mail client do use and what is the exact error you get?
