Create budgeting spreadsheet with a simple user interface

We are after a simple looking spreadsheet to use for personal budgeting we have a basic excel spreadsheet that needs to be made to look more appealing, redesigned or have a new program designed in another format? You tell me what you believe needs to be done we will want our logo incorporated into the design
Ideally we want the user interface to be simple for people to use
We would like it work on our website(new job comming up soon) and we would like this to work as a standalone on a pc as well if possible
The spread sheet has a list of items where people spend their money – Ultimately all money falls into 1 of 5 core areas and will be colored to match the appropriate areas and shown in the summary page
We want to be able to set due dates for all items and have it calculate a weekly/monthy amounts that will need to be saved taking into account and showing the total of funds that should have already been saved. it needs to have an overview area showing the overall percentages in a circle with the correlating colors.
We would like all calculations to be hidden from the customers

We need to be able to create/add in new entries on the fly
The spreadsheet attached shows type of information we need to collect in order to plan and run our customers financial life. it's never been completed very raw and not easy for customers to use
Note Two new catergories need to be added to the summary they are indulgent spending and Charitable spending

Please describe the process and milestones that will take place ie sample testing for bugs etc
Once the job is completed and you receive full payment, full ownership and rights are transferred to us, this includes all passwords etc also include any extra fees that you may require in the event of bugs being discovered after job completion.

One day it will be necessary that the "stand-alone" application will have to connect to the "website" and a database server (lets say MySQL)
I cannot upload the spreadsheet to the brief I am able to attach it when replying to messages though so I willattach it any messages I get asking for it
On the spread sheet the different areas are different colors because they are related to their core area of spending
