Hi,
We require a website design in Tableless HTML format with CSS sheet. Here are two websites that we need you to see and understand because we would require a similar design.
The first Reference website is: [login to view URL]
1) The header in flash will remain but the rest of the website will be static.
2) The bottom tabs will be removed and replaced with content box
3) There will only be a single navigation at the top like on this website
The second reference website is:

1) The Banner can be static or flash but smaller
2) Top Navigation
3) Content
The index page needs to be like this:

I don't have a huge budget for this but I would pay for creativity and Good design.
