Website Design (PSD) for an authority health site

Hi everyone! I am overseeing the design of an authority women's health resource center and support community. The site is all about caring for women suffering specific problems - it is not a commercial site. We are one of the few educational resources on the net that provides genuine impartial information and discussion forums. The design must portray this - no landing page or commercial style artwork! Here is what's required: Homepage design, Logo design, Approx 15 original (completely custom) icons/graphics, and a subpage design. This means we need the layout, logo and custom artwork in PSD only, no code required! The look we need to portray is one of credibility and trust. Our audience is entirely female. We also want the design to be clean, attractive, warm, welcoming and feminine! Crucial notes: We don't want to hire a 'jack of all trades' that does literally every kind of design and development under the sun. We want a specialist, experienced, talented web designer - not a coder come designer come writer! We want someone to do original, vector artwork and illustration for our icons/graphics. Stock stuff simply will not do. I have been told previously that photoshop is not a vector software and the clarity of original icons isn't good when they are sized down. If you do not have vector based software available, please do not bid! Please only bid if you have experience and ability in graphic/icon design! We will not hire someone who outsources or delegates our work elsewhere. The freelancer that bids and communicates with us has to be the same person doing the artwork! No 'chain of command' please! We need the designer to have an exceptional grasp of the English language, and the ability to truly engage with a site all about women's health. Female designers are particularly warmly welcomed but any awesome designer who can understand the topic is welcomed too. Please do not post without showing genuine interest and care! We need someone committed, with the ability to take the initiative at all times. If your bid on my project is something along the lines of ‘we have read your requirements and are ready to start!’ – please do not waste your time. I want to hire someone who addresses my concerns and specifications in their bid :). I have written a document which details several ideas and thoughts for the design. I would like to hire someone who has a great artistic sense of ‘what looks good’ who can really take the project on and bring it to life. The budget range selected is a guideline. I'm willing to pay a fair price for excellent work! And finally: sorry to all genuine, talented designers :).
