Build an Online Store - Prepare Business Requirement Document

Hi Freelancer/s,
We need help from experienced website designer/software engineer to put together detailed and technical business requirement documentation. Once we are happy with the documentation, we would like to continue the relationship to either build the website or be the project manager to work with freelance programmers to build website/software.
For now, this job is to prepare Business Requirement document. We can negotiate extending relationship after stage 1 is complete.
Project:
- the winning freelancer will be required to sign NDA
- The project is to create online presence (website) that has 3 key elements seamlessly integrated.
1. Online grocery store
2. online coupon platform similar to groupon. People can bid on 'deals' which only becomes active once set number has been purchased.
3. A platform showing all the affiliate websites/shops where we earn commission on any sale generated.
- This project is part social enterprise where a proportion (eg: 10-20%) of sale from any of the above 3 elements will be donated to charity/animal shelter etc depending on customers choice when they sign up. We need a 'dashboard' that is able to track such activity. We want the user to have full visibility on amount generated and payments made to charity etc.
Other considerations:
- iphone/android app requirements to be included.
- breakdown of cost to build the project (we will be using freelancers for stage 2)
- has excellent written and spoken English. We can provide example websites that has one of the above elements individually but none seamlessly integrated to show the idea.
- must have skype account. There will need to be alot of online meetings
