Redesign front page of existing website

Redesign of front page. Redesign of front page of mobile phone related consumer site. The service is aimed at general consumers, with more than 60% of traffic from mobile device/pads. Current design is not mobile friendly, and need to be responsive. The site consists of four primary services. These needs to be presented as obvious choices to proceed from the front page, along with a top banner/carousel that presents each of the four services with a short text and image, with one sell in/call to action for each. These needs to be present above the fold (i.e. no need to scroll to access the primary choices). There are also additional features, such as a list of selling points, a list of mobile phones and content articles that could be presented further down the front page. Front page needs to be functional with and without article links (at the moment, 4-10 links including a thumbnail image). Requirements: - Responsive design, specifically adapted to mobile devices. - Simple, intuitive and clean layout. - Bootstrap 3.x based (no modification/override of bootstrap stylesheet. Adding styles to extend bootstrap is ok, when needed.) - Pure HTML5/css. No Flash or other plugins required. - Extensive Bootstrap 3 knowledge, no adaption of third party templates. - Must use global style sheet and current header/footer of existing site. We are ok with proposals for header/footer changes that can be applied globally on the site. - Access to Skype for project prefered (no voice requirement). Reference site available, will not disclose in public project. Extending the project to other parts of the service is likely, on successful and fast delivery. Further details available on request.
