I would like to hire a Web Developer

I am using Weebly. Some of it is drag and drop. But some of it requires code? It may also depend upon the type of Theme used. I started with a regular WordPress account. But eventually want to do more than what WordPress allows? The following needs are probably easy to do? I've looked online for answers but have been unsuccessful in implementing what some suggestions have said. If the follow needs depend upon the type of Theme used, I would like to know so I can make that adjustment. 1.) I would like scroll buttons to return to the top of the page on each of the pages so far. And to know where this code is placed so I can put it on future pages that are created. 2.) Create a better feedback/comment form for visitors to leave their comments. If I can find an easy to understand Web Developer who doesn't mind explaining things and does good work, I will have other things that will also be needed in the future.
