fix delphi code (19687)

we need a component like TXMLIniFile: [login to view URL] Unfortunately this code has bugs. Please fix this code and stress it, for instance by reading/writing a large number of XML files in a row. Fully replacing the code with a simple machine-state parser is also ok. You are only required to process easy xml files like the one in the picture Please note that the final code must compile in Delphi 5.
