Install/Configure a Rust based proxy tunnel application on Windows server.

I'm a full stack web dev and I believe I have everything it takes to deliver this project. I've used Nodemailer for my own personal site, which uses SMTP behind the scenes. I also know everything I need to know about Rust, as I've just finished reading and working through the official Rust book about a couple of weeks ago.
