CSS Grid Developer for Website

This developer might be good for small tasks, but not for medium-large projects. He didn't stand the time frame of 3 weeks as confirmed but stretched it almost to 3 months, then delivered barely 1/3 of work scope which needs to be re-done. He seems to work at nights, and that affects the quality. The project started good and he seemed like an adequate person, but then it went really bad, him giving me excuses why he couldn't do things in time, or just disappearing. I got very tired after chasing him and had real losses of financial opportunities because my website wasn't done in time. While in his core he might be a good human being, I can't say he is truly responsible for his promises and tend to fall into drama, which is totally unprofessional.
