Build App like OLX (app needs to be hybrid - meaning usable in Web, iOS & Android)

I need "Classifieds-Posting & Viewing" type iPad/iPhone, Web & Android fully functional Apps... similar to OLX and Craigslist Pro, and should be also accessible with all functionalities on the web (HTML5). As you can see in OLX app, users can post an ad/listing and where moderators / admins could approve/reject/add/delete/etc.

Please download these apps on your devices to see the apps in action and all the functionalities. and I'm ok if the tablet-app version to be shown as "regular" desktop version website as long as it switches to phone version, if accessed on a smartphone browser instead of native app.

I want to develop an app where user will be able to create account and list his item with photographs and other details. The functionalities will be same as OLX app.
