C/C++ Library to manipulate graphics for Android

Project Description:

I need a library that can be written in C/C++ and accessible via Android 1.6+

The library needs to do the following:

Rotate Image

Resize Image (with Ratio or Custom width/height)

Output Image as a Bitmap Object, or Save as File

Must handle memory so OOM won't occur!

Cartoonize the Image (turn a photo into a cartoon picture)

Requirement:

MUST be accessible from Android 1.6+

Must handle memory efficiently to avoid OutOfMemory Error(OOM)

Must be small and fast, speed is important!

Budget is $30-$75
