I need someone to make a back-end and a front-end for a chat room. They must be able to supply graphics for pictures and templates. You must be able to make it secure from hacking attempts.
The graphics must be replaceable and easily done. There must be a in chat commands for moderators, admins, and the owner of which could also be edited if needed on the fly. In addition, VIP ranks.
• It needs to be able to be ran off a Windows Server.
• It needs to save accounts of registered users and have identifying graphics for registered users.
• The ability to have guest accounts that are unregistered with names that are not registered previously. (No identity stealing)
• The ability to ban names and ip's. (Permissions would need to be specified to user groups.)
• An in built payment processing system that is tied with a paypal/other payment processors. Payments would be immediately recognized by the system and whatever perks were bought must be displayed on the registered account. Including a "credits" system.
• Cameras must be able to be broadcasted on the chat room.
• The broadcaster must be able to choose who has access to his/her stream. In addition, the ability to remove and ban whoever he/she wants from watching his/her stream.
~~~Every single thing accessible to anyone in chat MUST be in some sort of permissions form. Ex.

A major item that is required is the ability to have permissions set in user groups. An example being;

All of this should be in an easy to config, cfg windows file.
• The chat room should be able to log chats in a log folder.
• There must be a way to leave messages for registered users and admins.
• A report function.
• Seemless interface for moderators, admins, and the owner to access reports. Including graphical buttons to ban/kick/mute users.
