Develop a tools for Source Code Fault Localization

I am looking for a freelancer to help me with my project. The skills required are Coding, java, fault localization, genetic algorithm, mutation, software testing and Software Development.
I am planning to develop a tool to find root cause of a fault in a structured/OOP program source code by using genetic algorithm. It should be able to detect single and multiple location of fault. This tool requires test cases to be executed in order to find method that contain a fault. Once method had been found, this tool will alter the source code in order to find the exact location of a fault. The output of this program should be Location of fault either single or multiple location. I am happy to pay a fixed priced and my budget is RM500 - RM1500 MYR.
