Discovery shopping website and app

Inspiration, broad description and implementation strategy:

The goal is to create a site very similar to Pinterest and The Fancy. The plan is to develop the site in several steps and to test each step on the market (from a business perspective) before commencing on the subsequent steps. So the first version will be a stripped down version of the sites mentioned above.

About the site:

It's a site where users can upload, collect and share pictures (just like Pinterest and Fancy). The pictures are shown on a general board/wall (the first page shown on the UI) as well as on individual users pages. The pictures shown on the site are uploaded and tagged (and maybe commented upon) by the users in a similar way to how users upload pictures on Pinterest or the Fancy. The UI should be iPhone and iPad friendly.

In the more advanced version (version 2) the user should be able to purchase items through the site.

AI:

Admin should be able to delete uploaded pictures (if deemed inappropriate), add additional information (such as prices and text), block users as well as handle the webshop (in version 2).

We would like to get a time and cost estimate on both version 1 and the more extended version 2 as well as an estimate of the time and cost to develop an app for Iphone/Ipad/Android with the same functionality.

For a description of relevant features please see the attached document. The specification is intentionally of a high-level character since we're interested in a ballpark, not an exact, estimate. If this information is not adequate, please let me know and I'll add more.
