Creation of a sport news platform for Android (and eventually iPhone)

We require an Android app. The app will be a football news platform (Soccer to our American friends). The App will need to be well designed, have all information easily accessible, and be easy for us to control after completion (Some instructions may be required).
We will require selected social media posts (Facebook and Twitter only) to be easily added
(by us), Notifications (users will need to be able to select which notifications to receive, if any), Social media friendly (Items easily sharable - linking to the app download screen) and must feature some form of ad space.
When the app first loads, users will be asked to pick their favourite team and also prompted to login via social media (in turn receiving extra features). They may skip the sign in, at the loss of the extra features (We're unsure of the sign-in "bonus" features, suggestions would be appreciated)
Our primary colour is Orange, but we're open to suggestions on the app colour scheme.
Unfortunately, we don't have a large budget to begin with, but should the app appear to be an early success, it would guarantee extra work (iPhone app and long term app maintenance and updates).
