anti-aliasing an image

I would like the program to be able to open an image (BMP or JPG are the only formats I'm looking for), or capture the screen of the computer. once and image has been opened or captured I would like to resize it based on a present. For example there is an input box that says 100% when it is at it's normal size that i can change to 50% and see the image resize to 50% of the original size. Also I would like a function add to run anti-alias on the picture to make it look smooth once resized. I want to be able to save the image out as BMP or JPG. As far as the programming goes I would like it to be programmed in the Microsoft Visual C++ 6.0 environment so I can open the source code as a project. MFC application preferred, basic dialog based nothing fancy. I would like all the functions to be contained in Header files or separate source code files defining them as functions, Separate from the dialog code a so on. For example when the button is clicked to capture the screen the code for the button is something like CaptureScreen(); and the code that Captures the screen is held else where. This code is for a personal project to tech myself how to do these things since I'm new to c/c++. I will not be selling the code, I will not be distributing the code.
