Create Portal/Software to control another software.

We are currently using software by a company called Voicent. The software is Broadcast by phone.
It is an auto dialer software meaning I upload a list and it calls the phone numbers and plays a pre recorded message.
It would then transfer the person to a phone number.
I need to create a program that people would be able to log in to and be able to manage this software remotely.

The Portal/Software needs to do these features:
Have multiple logins for managers. These managers control teams.(mangers have access to features)
Be able to start/stop the dialer.
Select a dialing list to call.
Monitor how many minutes they have used.(They are given x number of minutes)
It should send alerts of low minutes.
An admin should be able to set up the accounts and provision minute credits. The dialer should automatically shut off when the account is out of credits
Programmable start and stop based on time and date.
Password security.
Currently, the Broadcast by phone software only transfers phone numbers to one number We need it to be able to do that to 3-5 different numbers
3+ people should be able to use the software at the same time and be able to call different lists.
