Changes to be made to a Magento Store

We require changes to be made to an existing magento store (message for link to existing website) so that it looks like the attached designs. Functionality changes will also be required, as per the visual (gallery, latest product slider etc).
Website is already built and functioning, so a copy must be taken, changes made and then the new template merged and tested.
Should be a pretty simple job for a Magento expert.
We have PNG files for the designs.
