CPanel - Fedora System Admin (Ongoing)

We are looking for a company who is can support a server running Fedora and CPanel. Server is based in the USA. Our company is based in Australia. Ideally, the service provider would be available 24x7x365.
We have quite a bit of initial setup work to do, and we are looking to buy blocks of hours up front (first we would buy $100US, then you would submit a repeat project for all other work (however we would treat the ongoing work as a project, it would simply be to buy ongoing hours).
The work would be quoted each time. We would approve or decline. Work performed would be deducted from the hours we have pre purchased.
After the first $100 purchase, we would then purchase another block of 30 hours.
We are looking to purchase between 50 - 100 hours over the next couple of months.
We also need to have monitoring software installed so that we can have services monitored on this server, and if/when an alert happens, the approapriate action can take place.
Please reply / bid with how many hows a day your company can provide per day, and what your best hourly rate will be.
We are looking for a company who will listen carefully and pay attention to what we request. Ideally, you will have a ticketing system in place so that we can place requests and have them tracked properly. We do want to have access to a service provider through email and chat (MSN or Yahoo), but do not want to personally be stuck on chat for hours. We need people who can formulate their questions, ask them, and get on with the job (assuming the quoted hours are excepted).
We have had one very large missunderstand between us and one other provider here on Elance, which has wasted much of our time and in some case, money.
We sincerely hope we can find a suitable company to help us.
## Deliverables
As above...
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
