Custom WHMCS Order Form Changes

I had a custom order form developed for my WHMCS system by another coder. He did a great job but I need some further changes. You must have previous experience with WHMCS.
It was modeled after the competitors form located here:

As you can see on their form they have a minimum (base setup) of:
1 core
5GB disk
256 RAM
25GB bandwidth
with all the sliders to the left.
On my form when you move all the sliders to the left they show 0's. Obviously you can't buy a cloud server with 0 cores or 0 RAM, etc ,etc. I need the variables changed so my form reflects a base minimum with the sliders positioned all the way left.
I need someone to look at the form and test it out from a customers perspective and make the necessary changes. According to the old coder you can change some variables by:

The "min" value as set in the admin panel is inaccessible in that template (it's not passed to it from the PHP script). Normally I would just mod the system to have that value passed; however, the PHP code for this system is encrypted with ioncube. As such, I cannot modify it. So, I had to hard code the min values into the template based on the product ID. It's a hack, but it was the only way to accomplish it.
Can we create a txt file that I can edit variables in and they update the form or some external method rather than editing code?
