Developing a Windows Forms application in VB.Net or C#, which exports a defined database structure and imports it in another database (MS-SQL and SQLite)

We want to create a tool, which is able to export/import a certain database structure for our server- and client-installations as well as dynamically adjust an existing dababase structure depending on the version of the used database.
