Covert VB6 Joystick Control code for Win7 and Win8

Here's the most simplest project. I am attaching a joystick control program which is done VB6. It runs in XP but due to the directX lib does not run on Win7 or Win8. I want the same project which will run in Win7 or Win8. You can just modify this code, that will be enough.
