Basic app that runs on background and send location regularry

I need a simple app for Android that run on the background. Every xx milliseconds it check for location service and make a call to an existing API sending long / lat / altitude. The API respond with a value, the value is when it has to call the api again.
example request :
?client=something&lat=34.54&long=23.35&altitude=23
response:
600000
(that is when the next request is done)
