Professional Developer for a Cloud Services Project. Backend and Frontend Development

I am looking for a Professional Developer who is familiar with Microsoft AZURE Database services as a Backend System and can Develop Web Frontend and is familiar with providing cloud APP-Services. Maybe a Smartphone Frontend will follow, but not sure yet. The Frontend must provide a user login. Depending on the user's role different transaction, exports, admin functions will be provided.
The Goal is to replace the current system with shared Excel-Sheets and Word Documents.
The process of the projects will be in 1 or 2 day delivery cycles defined as milestones. After each milestone is delivered and verified the agreed funds will be released.
