Develop an Android and Ios App

I require someone to develop and design an Android and IOS app. The app must provide the following functionality:
Ability to register an account and authenticate via an online database
Payment gateways - Google Wallet and Paypal initially
Ability to select photos from gallery and store in App
Send photos from phone to ftp server
There will be more functionality required, but the above is the base level required. You will also need to design an eye catching and friendly interface.
Please provide a response detailing your skillset and approximate times required to develop and design this application initially.
