Internal Android App Design & Development Needed for a Chain of Fitness Centers/Gyms

We need an internal Android app designed and developed for a chain of fitness centers/gyms. The app would run on Android tablets throughout the gym and would support card readers for the purpose of scanning to lookup their contact record and run any actions on it. All actions run on contact records will be synced and recorded in Infusionsoft as well so knowledge of that API is a MUST.
Please check the attached document for all application details.
We'd like to get up and running with it all as soon as possible, so I think it would be best to create a setup which is fairly easily customized using Infusionsoft actions, posts, etc.
