Write an Android application

Hi, i'm an App Designer and I need a team to render my work on Android Device. My apps is like Tinder but for classified ad. You can browse a demo here : http://www.goglobr.com.
As you'll see, there is a browser version that will have to be created in the near future. So I need you to suggest technologies or solutions that will allow us to handle a mobile (android/ios) and desktop app with the same database.
I will provide all the design in Illustrator CC and Mockup in [login to view URL] So I'm looking for a team that will be able to understand my project, use my HTML/CSS work and think about optimisation, speed and expandablity.
