Equation Helper App (for multiple platforms)

This is not an app that will solve problems for students, those apps have already been created. This a decision tree app that asks questions to help students decide how to solve equations and inequalities step by step.
The tree consists of 7 questions that ask the student yes or no questions
If they say no then it sends them to the next prompt
If they answer yes it sends them to a mini set of instructions or illustrations and
when they finish they go to the next prompt.
After this is completed I will want you to incorporate phase II. Of course this will be a second cost but I want to finish Phase I first to ensure it runs smooth.
Second phase, will incorporate very detailed graphic illustrations of steps being worked out.
The person need will be able to create apps on both IOS, and android, and have very good math skills
