Create application to search website for data and email notifications

Hello I want to design an online application that searches a timeshare holiday accommodation website and looks for "Bonus Weeks" every 60 min and then emails a notification when a new one appears.
Website is below, please create a temporary account to test it for yourself.

The application will be hosted online and once we login , we will have the ability to choose the search parameters and then it will monitor for any updates.
We are not interested in "rental" options only "bonus" weeks.
example of searches would be:
Country: Australia
Region: All ( you must searches each region)
Month: All (you must search all month)
Or a specific example
Country Australia
Region: Queensland
Month: March
Sometimes we want specific and sometimes we want to search broad and see all "bonus" weeks and as soon as they appear .
Looking for a low budget and quick solution
