Htaccess Perl Modifer

What I need is the following I run a subscription based service based on IP I allow multiple IP's per account however there is no username/password required only IPs

what I need is a software perl or otherwise that will allow me to setup accounts and bind the IP's they use to thier names.. I also need an automatic email renewal letter sent to them atleast 1 day before expiring the account on expiration I do not want the account deleted just deactivated and sent to a deactivation page telling them to contact me.

Example:

Showing Account ID: Account IPs: Expiration Date: Notes:

Bob 192.168.1.1 Dec 25 2005 Cool Guy

192.168.1.2

Unlimited IPs

etc

Notification Email:

Hello Bob,

Your Account Expires in 2 Days (11/30/2005) Please Submit Payment ASAP To keep your account from automaticly expiring.

When I Delete an account I want it to remove all references from .htaccess Ie all thier IPs etc.

I also need this completed ASAP!

## Deliverables
