Complex Website platform + Android APP

This project aims to have a platform with complete backend managable and database integrated with an Android APP.
For the website, we are ok with using WordPress or Joomla and then work from that, instead of raising the entire website from scratch.
The platform should have these main features (other "little" features should be contempled as well, but these are the major/most important features):
- Have three types of users: admin profile, user profile and company profile
- Allow companies to insert ads;
- Allow different fields for those ads (different categories, photos, videos, "buy now" option and many more);
- Allow companies to buy publicity (online and offline). Those two different options, online and offline, should be like different packs, configured by admin;
- Allow users to create an account and integrate it with social networks;
- Allow users to select different categories to receive alerts and view in frontpage results based on that choice;
- Allow different types of automatic emails (remarketing emails and others that we can edit in backend);
- Allow multilanguage support;
- Allow online publicity management by admin;
- Allow all content management by admin.
For the APP for Android:
- Allow geolocation (by GPS);
- Allow users to manage all his personal account;
- Allow users to select which locations are closer to him, based on different options and by geolocation or, in case person wants to use it "offline", have the possibility to set the current location;
- Allow users to "get directions" and then send it directly to a GPS APP or export it as Google, something like that.
These are only a few of the many features inside our "Functional Requirements", but you can have already an idea of how complex the platform is.
Database should, obviously, be the same for the APP and for the website.
