Interspire Shopping Cart Modification

Hi, my client needs a module for integration into Interspire 6.1.8 which prompts site visitors to enter their shipping postcode before they can purchase from the shop as delivery of products excludes certain postcodes. The shop operates only in the state of Tasmania (Australia).
Once an order is placed, again a postcode check needs to be performed to ensure that the shipping address is within the delivery postcode range.
If no delivery to that postcode a message needs to popup showing "we do not currently deliver to your area".
It is important that customers are able to check if products can be delivered, BEFORE they go through the trouble of adding products to their cart, so there needs to be an input field on every page which allows them to check for delivery.
