Create a Woocommerce Extension that notifies TrepStar of a new order

I am looking for a WordPress developer with experience in creating woocommerce extensions.
This woocommerce extension would notify TrepStar of an incoming order via their HTTP api.
An option to add the product ID from trepstar will need to be created for each product.
If that product is ordered. All required information will be sent to Trepstar for fulfillment.
A settings page will need to be created for entering Trepstar credentials and setting test or production mode, etc.
