Communication with Google Adwords API

I need someone who knows how to communicate with the google Adwords API.
In a Config file, i will be Able to set the necessary information about the login etc. I have various Google Adwords accounts, so I need to set all of them in this config file.
What I need to recuperate :
Account Name / Campaign / adgroup / keyword / labels
State / Clics / CPC / cost / Conversions / CPA / CR
I need to recuperate those informations Once a day, or more if it's better and to save them in a SQL DataBase.
Once I have all those informations, is it possible ton send orders to the API ?
1 - If in the last 30 days keyword Conversions=0 & cost > 0.5€, then add label "API" and pause the keyword.
2 - IF COST < 10€ in the last 30 days, & earnings ( value exists in another table ) < 50% of the cost, then add label "API" and pause the keyword.
ex :
cost = 10€ , earns = 6€ >>> 60% NO PAUSE.
cost = 10€, earns = 3€ >>> 30% PAUSE
3 - IF COST > 40€ in the last 30 days, & earnings ( value in exists in another table ) < 80% of the cost, then XXX
All those cases must be avaliable in a separate file and easly modifiables
