A php script that compares two csv files and outputs two other csv files

We need a freelancer versed in php, that can develop a php script to compare two different csv files, they have different headers, but the columns content is similar so it needs to map it, for instance header a in the first CSV it's different from the header in the second, and might also be in a different column, but similar content will be shared, as a reference ID, will be provided for the comparison. Once both are compared the end result based on a specific criteria that will be explained to the winner of this, will be output to either CSV 3 or CSV 4, just to name them, as each will have a particular name. The CSV separator will be comma.
