Recharge Website and Android Application

Hai Guys

I want to develop a website and android application only for my retailers. It includes an user id to log in and some works. But all are basic things. No payment gateway. Its like offline recharge without payments. The numbers entered by the retailer are stored in a database which is accessed by me. All works in prepaid payments. Simple one for Good ones. Some details are in the attached file.
