Encode Postgres select result from UTF8 to WIN1252

Need to convert the string result of a select from PostgreSQL 10.15 with server_encoding = UTF8 to the WIN1252 code (or ANSI). The problem are the characters with diacritics, for instance "ș", "ț" not recognizable from the client with WIN1252 code (or ANSI).
