Complete an Image Enhancement Java project

This job will require a programmer familiar with Java, arrays, and an IDE to create the program. The program should be well commented and a description of the syntax used, the purpose of the commands, and the logic behind how you solved the problem should be documented. The project has a spec document (attached) as well as a NetBeans project with 2 starter .java files: one for the interface design and the other where the methods, logic, and arrays need to be built. This should be written at a basic Java level- no advanced methods or modules that would draw suspicion.
