Create Microsoft Access based Property Management Application

I am looking to convert an existing Excel-based property management system to a Microsoft Access based application. This is a fairly complex, customized development project so I invite you to ask questions and clarify as much information as needed before bidding. I tend to ignore bidders who send over canned responses within 30 seconds of posting.
Scope:
I am a property manager with around 1,000 condo/hotel units grouped into buildings and hotel "concepts". Another 1,000 units are being constructed. We build and sell condo units and later turn them into hotel inventory. Thus, we need to keep track of unit inventory both during and post-construction. This would include things like, unit number, building name, hotel concept name, square meters and service charges. Each unit could be flagged as unsold or be associated with an owner as well as a nominee owner, each with all detailed logged.
When a unit is sold, or associated with an owner, various charges need to be put against his account based on the current phase of construction. As payments from the owner come in, these need to be reflected against the account.
Further, when certain payment milestones are reached and/or the building goes from construction phase to operations, the client gets cashback or rental guarantee incentives posted to his account.
Detailed reporting features need to be included, such as:
- Show me all units owned by John.
- Show me all units in Hotel Concept A.
- Show me all units pre-construction.
- Show me a statement of account for John for a defined time period.
- Show me all rental guarantee credits for the month of October, 2016.
- Others as defined.
There will also be a need for users to login to view the data, while other users (admins) would have the ability to perform certain functions like add buildings, units, etc.
