Create a Windows application using WPF

Create a user interface for an existing application. The application is written in C# and currently exists as a combination of .Net portable classes together with a simple, unstyled WinForms interface for demonstration and testing purposes.
As part of a bigger project the application will also be developed for macOS and iOS using Xamarin. So the first stage of this project is to ensure the UI layer is appropriately abstracted before proceeding with the WPF implementation for Windows.
Styling has already been agreed and a portfolio is available. A sample is included.
The project is complex and will require detailed discussion. A FIXED PRICE for the work will be agreed, and you will have to enter something in order to bid, but this is not initially of any interested and will not be considered. You MUST SUBMIT A PROPOSAL AND INDICATE YOUR INDICATIVE HOURLY RATE when bidding or your bid will be rejected.
Bidders MUST have the following:
Access to Visual Studio 2015. Users with a professional or enterprise subscription will be preferred over users who have only a community edition.
Significant experience of developing for WPF on the Windows platform.
Experience of Xamarin development is a bonus and will be taken into consideration.
