Online Software to identify an image's complexity level

Greetings,

I need a software application to identify an image's complexity level. It can have 10 or more complexity levels. For example it should classify attached [url removed, login to view] as easy and [url removed, login to view] as slightly difficult because it has less visibility and is low resolution. 300dpi should be ideal resolution but pixelleted images of the same resolution should be classified as difficult. Likewise, it should be able to identify more complex images with an accurate assessment based on shapes, number of colours, visibility etc (straight lines can be easy but too many straight lines should be difficult).

The tool should be able to integrated to websites and would also be used as an installable software.
