UPDATE, I need to read the plate, not blur or remove it

You can download the video in mjp or mp4 format, but I think you need their player to view it

If anyone wants to tackle it, download it and see if they can clear it up enough to read the plate, it is tough as this does not appear to be HD, so the quality suffers when trying to convert. Anyone that can clean it it, am happy to pay for. I attached a screenshot of the car/plate, the video you can download directly.

I have a video of a car that I need to read the plate of the car in the video, anyone good at video cleanup?

The original video is mjp format, I changed it to mp4 to view the video. I can not upload the video as it is over 25mb, but I can send to the person that can do this. I'll attached a screenshot.
