Build an Arabic Website Target for Qatar

Hi, I am looking for a Native Arabic Speaker from Qatar to translate my website and doing some marketing for me in Qatar. Requirement as the followings:

a. Translate and duplicate my website from English to Arabic (40 pages) No machines translation and all manual translation

b. Build this website identical to existing English site in Wordpress

c. Help me to find two sources for marketing in Qatar (it can be newspaper or online platform)
